Once a caregiver is selected, the client acts as the employer and is responsible for supervision and signing time sheets. The In-Home Supportive Services program is administered by the Sacramento County Department of Health and Human Services, Senior and Adult Services Division. IHSS is committed to serving the elderly and disabled, dependent adults of Sacramento County by striving to preserve their independence and self-determination. The Electronic Timesheet System allows a provider to submit their IHSS/WPCS timesheets online using a tablet, smartphone, laptop or computer instead of receiving and submitting paper timesheets when their recipient opt in to approve timesheets online. This service also allows a provider's timesheets to be reviewed and approved by their recipient using their tablet, smartphone, laptop or computer.

Proof of vaccination and/or exemption status is submitted to the recipient. Public Authority and IHSS are not responsible for enforcing vaccination requirements or maintaining records regarding vaccine and exemption status. The significant role the Public Authority fulfills within the IHSS Program is to offer services that assist consumers with greater access to providers. Public Authority is the provider's employer of record for purposes of collective bargaining for wages and benefits. The Public Authority is mandated by the State of California and was created specifically as a program improvement for consumers and providers. Anyone who recognizes that a person is in need of in-home assistance may make a referral to IHSS.

The goal of the IHSS program is to allow low income aged, blind, and disabled persons, including children, who are at risk for out-of-home placement, to remain safely at home by providing payment for care provider services. IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities. The All County Information Notice issued on October 11, 2021 requires providers to be vaccinated unless they qualify for an exemption. Providers must have the first dose of a one-dose regimen or the second dose of a two-dose regimen of any COVID- 19 vaccine by November 30, 2021.

As the employer of record for IHSS caregivers, the Public Authority negotiates wages and benefits for IHSS caregivers, provides registry services to assist IHSS consumers in finding caregivers, and provides access to training for IHSS consumers and caregivers. Once the requirements for the Health Care Certification and Medi-Cal eligibility are met a social worker is assigned to the case to conduct an assessment of need. The determination will take into consideration the applicant's medical condition, living arrangement, persons living in the home and resources that may already be available. In-Home Supportive Services serves aged, blind, or people with disabilities who are unable to perform activities of daily living and cannot remain safely in their own homes without help. The types of services which can be authorized through IHSS are housecleaning, meal preparation, laundry, grocery shopping, personal care services , accompaniment to medical appointments, and protective supervision for the mentally impaired. IHSS Public Authority assists recipients and providers within the IHSS program. Public Authority works closely with Sacramento County IHSS, but we are a separate entity.
The vaccination requirement does not apply to WPCS and IHSS providers who only provide services to a WPCS or IHSS recipient with whom they live or who is a family member of the recipient for whom they provide services.
